If you want to see Merlion, Esplanade, Clarke Quay and Fullerton Hotel and you don't want to walk or ride a cab, take the Singapore River Taxi. It will cruise around Singapore River and it cost around $12. I think the best time to ride is in the after noon, so that it won't be that hot and most of the bars in clarke quay is starting to open.

$12 is pretty cheap...have you tried it?
i've tried it.. it's nice but the boat is too noisy.. be warned that some stations are too scary.. (malumot at matarik!)
wala na si merlion.. they are renovating it so they covered the big merlion.. :-P
